Rights of a Transfer Student

A transfer student has a right to all of the following:

  • A clear, understandable statement of an institution's transfer policy.
  • A fair credit review and an explanation of why credits were or were not accepted.
  • A copy of the formal appeals process.

The formal transfer appeals process is as follows:

  1. The student fills out a petition form. Supplemental information that can be provided – a syllabus, course description, or reading list – can help.
  2. The registrar reviews the petition.
  3. The student receives, in writing, the outcome of the petition. The Registrar's decision is binding at the college level.
  4. The student may appeal the college's transfer appeal decision at the system level to the Senior Vice Chancellor of Academic and Student Affairs. The decision of the Senior Vice Chancellor shall be binding on all system college and university parties.
